柯比在華盛頓特區接受馬尼拉記者採訪時表示，只要拜登繼續擔任首席執行官，菲律賓人民就可以依靠拜登的支持，因為在即將到來的美國11月選舉中可能會出現領導層交換。
他週三表示：「只要拜登總統還是美國總統，菲律賓就可以依靠他和他的團隊的全力支持來證明我們的雙邊關係，並履行我們的承諾和我們對菲律賓的條約承諾。」馬尼拉時間。
“我可以向你們和菲律賓人民保證，當然還有馬科斯總統和他的團隊，只要拜登總統是總司令，只要他是美國總統，我們將繼續為這種關係而努力”，他補充道。
柯比補充說，在中國在南海採取侵略性行動的情況下，美國政府將盡一切努力維持與菲律賓的良好關係。

白宮官員表示，馬科斯總統此訪旨在加強菲律賓和美國之間的經濟和能源安全，促進海上合作，投資關鍵基礎設施，並深化兩國人民之間的關係。
馬科斯和拜登將在白宮舉行上述歷史性高峰會之前舉行雙邊會晤。
自1946年7月4日正式建交以來，菲律賓與美國的外交關係已有77年歷史。
